How to make package manager work on sublime text 3?

Package Control: Unable to download https://packagecontrol.io/channel_v3.json after 3 attempts

such a message appears in the console when starting Sublime Text 3 (3143)
tried to reinstall the package control according to the instructions
could this be a lubuntu problem?
somewhere there was a message about the incorrectness of the certificate ..
how to check and fix it?
