How to fix lubuntu restart/shutdown problem?

I can’t remember after what specifically, but my computer with lubuntu on board stopped rebooting or turning off through the commands reboot , shutdown -r now , poweroff and so on ... I
already tried all the options I found with editing grub but without results

GRUB_CMDLINE_LINUX=”reboot=efi”
GRUB_CMDLINE_LINUX_DEFAULT=""
GRUB_CMDLINE_LINUX_DEFAULT="quiet splash acpi=force"
