How to make one PC visible on the network via the Internet as local?

I have a server under win10, it has special software that distributes licenses over the local network, I need to give some people the opportunity to work offline,
google gave answers that I need to install OpenVPN, but everything was complicated by the fact that in addition to this win10 I have an ubuntu 18.04 server, a lot of things are already configured on it, now I can’t understand how it’s easier to do this whole thing,
install OpenVPN on ubuntu or on win10, how it will work, will the license be seen normally ...
who will advise something?
ps also guides on the Internet for installation on 2 PCs, one with vpn, the second for certificates ... I didn’t find it for my version, who will tell you how to search or what to do, or maybe there is an easier option, but I’m too bothered

@nops

options are:
1. map ports. That is, forward the port from the outside to the Windows machine where the licensing server is located
2. raise any VPN server on the router, you want pptp, you want l2tp, you want openVPN. Clients connect and receive licenses.
If you just need to combine two offices, two local networks, then you just need to raise any tunnel between gateways, set up routes between offices and that's it.
If you have the same subnets in both offices, then for your level of knowledge it is better to change the subnet in one of the offices, and if you want to learn something, then look towards address spoofing.

1 to make a request in support of this "special software" with a question about the officially supported solution to your problem.
2 implement the proposed solution.
the next time you want to write "only adequate port forwarding is required from the router, stable distribution of the Internet without having to go kicking the router with your feet." - think hard about what problems an inadequate statement of the problem will result in without taking into account the growth of needs.
