How to make it so that in Bitrix Site Management the Title is not equal to the Name of the catalog section?

Good afternoon. I rarely work with Bitrix. I apologize for what is probably a stupid question. I tried to find answers using the search, it did not work, so I'll ask my first question. And so:
There is an online store on Bitrix. And such a thing Title = title of the page. After reading articles on the itnetrnet, I found out that Bitrix has an SEO module in which you can prescribe templates that will form a page description and the necessary meta data. Really necessary meta data was formed easily! But only for product cards, for catalog sections, it was possible to change only the first-level title, but the Title remains the same, namely the page title.
Question, please tell me why the Title for product sections may not be formed using the SEO Settings?
How can the current situation be corrected? If you need to edit the program code, then where to edit it and what do you need to study for this?

The work of Bitrix is ​​a very complex system and each developer works in his own way. The fact that the seo module does not work in the categories means that the template developers could disable it as unnecessary.
The first thing that comes to mind for fixing is to add custom fields for sections, fill in meta tags in them and display them only on section pages.
