How to make interactive animation for a website based on a 3D model?

We need advice, and perhaps help, perhaps moderately paid...

This is the Triumph brig, which is located in St. Petersburg. I'm on the crew of this ship, and we want to overhaul it. This will allow us to organize an expedition to near and far abroad, ideally to Iceland. Of course we will take guests on board.
The bottom line is that on the site that I made on the knee for the ship there is a section "Estimate" shiptriumph.ru
Now this is a simple list that does not look very good.
I want to present the estimate as an interactive infographic based on this 3D model. It should look and work like this:
In the visible field on the page around the conditional 3D model (which for this task can be converted simply into a set of frames for animation) are the main items of the estimate. By hovering over the desired item, it is highlighted, comes to the fore (the font increases), it has a more detailed description, the rest of the items fade and decrease. The model of the ship turns to the right side, if necessary, zooms in, and the necessary detail is highlighted on it, a line is drawn from the estimate and description to the detail, indicating that "this is the node we are talking about"
When the user points to another estimate point, the same thing happens , only for another relevant part of the ship.
Actually, advice and help is needed in finding ways to implement and the implementation itself ...

I looked at the model at the specified link - heavy. If you want to use it on the site for demonstration, then it needs to be facilitated. Plus why not use the textures of the original brig instead of just the colors of the material?
As for the implementation itself on the site, it would be possible to insert pure 3D into the web page with the output of information on key places.
For example, as done here or here . This is done on a fairly simple Blend4Web engine .
Make a full-fledged 3D presentation with ship details and estimates. Especially if you already have a model. Improve it a little, add interactivity. I think it will be possible to get by with a simple free player from b4w. Bourgeois really likes showing off :)
