How to make hotkeys like on OS X with Dvorak layout?

I use Dvorak layout.
I recently switched from OS X back to Windu, there is only one problem: when I used OS X, all hotkeys were translated to the usual layout, that is, it was not necessary to copy, for example, to go to the other end of the keyboard, but to press the already familiar combination. Is it possible on Windows, using the Dvorak layout, to put all the hotkeys on the usual buttons? If possible, how?

There is no tool for reassigning keyboard shortcuts in Windows 7, that is, this can be done either by directly editing the registry, or using third-party programs from the Hot Key Managers category.
Here are some examples of such programs:
MKey;
Hot Keyboard;
Keyboard Maniac;
Comfort Keys;
sharpkeys;
Swift Keyboard etc.
