Batch file close window with Microsoft Visual C++ error?

Sometimes a program crashes on the VPS, and during the crash the "Microsoft Visual C++ Runtime Library" - Runtime error pops up, I can't find which process can kill it, it prevents me from restarting my application with a batch file.

How does it interfere? Is the app still running? So kill the app.
