How to make fast tag entry in PhpStorm?

I saw in one video lesson how the author entered the symbol "?", Then he pressed something off-screen, some key, and the question mark quickly turned into <? php ?>. How to do this in PhpStorm? Tab doesn't help.

It's called live templates in the storm. There you can specify your own templates aka snippets. In fact, the author probably did just that.
