How to make docker toolbox work under windows 8.1?

I installed the latest version, at startup it says that there is no virtualization, but it is enabled in the BIOS and the manager indicates that it is enabled.

Mistake.
This computer doesn't have VT-X/AMD-v enabled.

Where to look?
