Windows 10, license, I run through Steam and immediately closes with the message Termination of the program skerim layncher. Reinstalled, didn't help

Check the local cache, if something is deleted by accident, then Steam will download the necessary component.

DO NOT download 10 then full ______. BUT if you have XboX360 Skyrim YOU CAN BUY!
