The main task is to track the number of incoming calls and record them.
Interested in the least expensive option.
What is needed for this? How much will it cost to create a script/control panel? Or how to create it?

Alternatively, use the AMI Asterisk .
A script in PHP (or another) to cling to the interface and send the necessary commands to add, remove a number for forwarding along with setting up a call recording. In this case, the file name is given by a unique call number so that the file can be found. Recording to the call history database can be organized either through the built-in call statistics mechanism (using the database). Or use AGI Askerisk .
