What is the alternative to Multiphone?

MegaFon has made the Multifon service unavailable for individuals. Previously, you could buy a SIM card, make and receive calls via sip. We set the IVR menu through freepbx for example. Many small companies have taken advantage of this. Now, if you connect as an individual, you cannot access your number via sip using *137#. For old customers, this service has been renamed to "Multifon Business", and it still works. New alas and ah, only "eMotion calls" are available. What alternatives to Multifon do you know in 2018?
ps
We need a pool of 100 numbers, dynamic call-tracking is thought to be done. Previously, it was possible, as an individual, to buy 10 SIM cards and pay 80 rubles at a time for a number with the "go to zero" tariff, I did this, now it's apparently covered up. Connecting as a legal entity and paying at best 100 rubles a month for a SIM card is expensive. For 10,000 rubles a month, it’s easier to do everything through some kind of service. The easy way is not for me, I'm looking for an alternative to the multiphone.
psps To look
for old clients and ask them to re-register their contracts for themselves is such an undertaking too.
