How to make Android Xamarin application layered interface?

Suggest what can be done so that when creating an application interface for android, not to use a "rubber" scheme, but to arrange interface elements as in programming in VS for a regular program, specifically to place another on top of one interface element.
I would like to make a beautiful interface for myself so that I can port it layer by layer from PSD, but it turns out only to arrange the elements next to each other, but this is not quite right.

uh... or I didn't understand you, or RealtiveLayout - does it seem like that and is conceived?
Arrange the elements with your hands with coordinates relative to the corner of the screen. And it seems there even the level of the layer can be controlled. Read the mana carefully and form the layout with your hands. Have you watched it?
(by the way, the [c#] tag seems to be completely unnecessary here?)

in Android, ALL interfaces are rubber. and never even try to do it differently...
android has a FrameLayout that allows you to stack elements on top of each other, and a RealtiveLayout that also allows you to stack elements relative to each other. In general, use a RealtiveLayout with positioning relative to other elements or parent and padding inside and outside.
