How to make an indent for printing on a flyer in Photoshop? And what is the minimum you need to retreat?

depends on the requirements of the printer.
Usually bleed is 1.5-3 mm, some require 5. This means that the size of the document must be increased by this amount on each side. That is, if the leaflet is A4 (210x297), then for unknown requirements I make it 220x397 (5 mm cutoffs).
Additionally, 5 mm margins should usually be set back for significant content (text).
