How to make a VPS become a proxy server?
I have a VPS server with 2 static IPs on it.
How can I make these IPs work as a proxy on the VPS?. That is, what would all my requests from my home PC go through this VPS?

Install the appropriate software.
It is unlikely that a full-fledged proxy like squid is needed, most likely a proxy is needed to bypass the ILV. If so, then I have bad news - this will not help :) Because the request will of course reach the proxy, but since it is open for analytics, it can easily be intercepted / blocked / faked / and-do-bad else :)
For such things you need not (only) a proxy (of course you can use it), but also a VPN, which will ensure that requests are delivered unmodified.
