Can a website restrict socks access?

I constantly used one resource (it is https) using SOCKS4, at one moment the site stopped opening, without SOCKS4 the site works. Could they restrict access to socks? Can I check it? Thanks

SOCKS is work through a proxy. At the other end there is a machine that connects to the site using the same http/https. It is likely that either the access was restricted for the proxy (regional restrictions, ban by ip, headers, ....), or the proxy itself has screwed up. The protocol cannot be determined - you are not working with the site using it
