I'm not sure if this is the best way, but I would do this:
with the Pen tool (hotkey "P") draw a curve (if you hold the mouse while setting the point of the polyline, the line will bend in the direction you drag (a bezier curve is drawn), and for the tip already an ordinary arrow tool of minimum length
