Figma does not support links with the tel: type, so you need to export the page to pdf, open it through Adobe Acrobat and add a hyperlink (link) there in the format tel: 78005559900

"Clickable phone" is the same link as any other, only with the prefix tel:
If what you have displays this PDF is ready to process such a link - it will work. If not, then inside the PDF you will not fix it.
