Hello! There is a site on Bitrix. It has 2 templates. The first is the full version of the site, and the second is for mobile phones. Here is the code that automatically redirects to the mobile template:

When clicked, a redirect occurs. But when I click on any link of the full site from the phone, it redirects back to the mobile version. Where is the mistake?

so you have it in your code.
judging by the code, the full version will now open only when $_REQUEST['ver'] === 'full'.
you write to cookies, but then they are not used. I think it makes sense after checking $_REQUEST, check also $_COOKIE - if resp. cookie exists, then do not redirect
