Why are some styles not being seen by the browser?

I still don't understand what the problem is. When merging styles into one file (tick "Combine CSS files"), some styles are no longer noticed by the browser, although they are present in the merged file. Has anyone come across?
1. It's not about the encoding, as I thought before - I changed the site's encoding to UTF8, but the problem remained.
2. If you remove some styles with media queries, then the problem seems to go away.

The most likely reason, in my opinion, is that the style applied further down the file will "interrupt" previous styles applied to the same element. When merging, it is not always obvious in advance how the files will fit together.
If the problem goes away when removing media queries, then check the correctness of closing curly braces - perhaps some of the styles fall under an inappropriate media query.
