well, make a normal pop-up window.
What element are you applying this to? Your form .site-form.js-site-form_enterhas possition: fixed; What for? And why the background separately? Put the form in a div with a background, remove the fixed from the form. To the parent, do not height:100%;but min-height:100%;what would the form stretch it. Then it will scroll.

I registered normally, the window in the center of the screen pops up - everything is convenient. My resolution is 1280*720.
