How to make a board using only a laser?

There is a fiber optic IR (1064nm) laser with a power of 20W.
How can you make a printed circuit board with it?
Power, speed, type and direction of hatching, number of passes...
PS laser power is enough to burn through copper together with textolite.

I settled on this option:
1) cover the workpiece with a thin layer of paint
2) burn the paint in those places where copper needs to be etched
3) etch in the same
ferric chloride here the thinnest tracks are 0.3, in letters about 0.2
