What is better to cut a figured hole in a stack of paper - CNC or laser?

There is a block of paper, like a "pack of the Snow Maiden" in which you need to cut a figured hole without violating the integrity and laying the sheets. The thickness of the block is about 5 cm.
I am considering buying a CNC machine or a laser.
But in both cases, the result is completely incomprehensible.
The CNC machine is rough, cutting may result in a jagged edge and a bunch of dust between the sheets.
The laser will give charring and will not be able to burn through such a thickness.
Or can?
Does anyone have a similar experience, or a link to a similar experience. Or maybe someone has the opportunity to conduct a similar experiment.

Laser, but the stack of sheets will have to be divided. A milling machine can handle such a depth of processing, but the smaller the details of the hole contour, the worse.
