How to make a binding in asterisk dongle to a physical modem?

What is the best way to bind the dongle number to the USB modem (sim card) in dongle.conf? Now done through IMEI, but if one of the modems disappears, then the system starts looking for IMEI on the other modems, temporarily turning them off as well. USB modems are connected via hubs.

the correct binding is on imei - better deal with the problem of modems disappearing
