How to limit the link speed for ngnix?

Perhaps I didn’t formulate the question quite correctly, if so, sorry)
There is a dedicated server with more than 50 sites on it. Total traffic for all sites, about 25k per day. The server is coping, the sites are working fine, but there is a problem with ftp/sftp. When nginx is running, it is almost impossible to connect to the server via ftp/sftp. Sometimes it still manages to connect, but then the connection breaks again. As soon as I stop nginx, everything starts working fine. Immediately when you turn it on, everything freezes again, then a break, etc. etc. It turned out that nginx occupies the entire bandwidth of 100Mbps of the server:

Server characteristics:
Processor: Intel Xeon E3-1270v6 4/8 3.80/4.20GHz
RAM: 32GB DDR4 ECC
Operating system: Debian 9 Latest
Uplink: 100Mbps

I tried to limit the speed for users, through nginx. The speed was limited, but it did not help in any way .. Please tell me how can I solve this problem?

With such utilization, you need to expand the channel.
This task is solved at the network level through qos.
