How to limit HDD write/read speed?

Such a problem:
My hard drive is already quite old (hitachi hts543232a7a384) and under heavy loads it goes to rest before either restarting or cooling down, I did not find any patterns. At the same time, unpleasant sounds are clearly audible at this moment, as if he is scratching himself there.
I had this only when installing GTA5 on it, when unpacking the dlc.rpf file, before 1 time it turned out fine to put GTA5 on it, now as the unpacking of this file begins, that's it.
So, I think this problem can be solved by limiting the speed of writing / reading a disk, for some process or for the entire disk.
Can you recommend any utilities? I googled, I didn’t find anything useful, I know, you can google EVERYTHING!

Your disk is crashing. You need to change, not limit the speed :-) At some point, he will not wake up at all.

Replacing the disk, preferably with an SSD, is a little easier - with a hybrid HDD + SSD, if it's very cheap - with a relatively new HDD. Do not torment the disk, if braking is already noticeable, then it asks to rest.
