Is it possible to become an agent of the company from which you rent a server? More specifically, it is possible to conclude an agreement with FastVPS.ru (Hetzner resellers) and, as it were, essentially resell their services, but essentially provide hosting. Perhaps someone already works like this? How legal is it?

Simplified - if you have an IP of 6% usn, then no one really cares where you buy servers, so just write “search and purchase and administration” in the service, and not “provision” and all on it.

Either an affiliate program with a Russian licensed hoster (then they provide services, transfer you %)
Or you provide technical support and other information services instead of hosting.
The option of renting abroad is convenient, but does not contribute to legalization. In general, no foreign office can provide hosting in Russia officially (the country of provision of services is the country of the client - but there is no license and communication center)

“A license for telematic communication services is required only if the servers are owned by you.
In your case, this license is not needed.
You can, just like us, provide server rental services based on our agreement with a legal entity. persons whose conditions allow you to resell”
