How to issue the same certificate to a user who moves between workplaces?

Domain controller on Win2008r2.
Added the "Certificate Service" role on the server, it is also the Certification Authority. Everything works, certificates for the right users are loaded into the Personal through GPO. Everything is great, but! If the user is not sitting at one workplace, then the Certification Service generates a new certificate for the user as soon as he logs in from another workplace.
The question is how to force the issue of the same certificate to users that were created during the first issue. So that the Certificate Service does not create a bunch of them for each user?
