How to isolate an application inside an RDP session?

Good time!
Available: Windows Server 2019: Terminal Server running multiple users.
Each user wants to use the application "Po-01".
Problem: When running "Po-01" under terminal user #1, it starts up. At the same time, it is impossible to launch the application on user No. 2, because the application swears that it is already running.

Question: Is there any way to isolate the processes of each next user so that the application "Po-01" does not see the list of processes of the neighboring user?

Z.Y. The software developer does not go to the meeting. The question is not in licensing, but in the "abandonment" of this software.

Make it "portable" - there is a kind of isolated environment. They come with a customizable degree of isolation.
PS Sometimes it's enough just to make several copies of one exe file with different names. Since the list of processes appears mainly in the name of the executable file and the path to it.
You may need to combine these methods.
