How to install windows 10 without flash drive?
Hello. There is a PC running windows 10, and there is a second blank ssd drive. Is it possible to install the system on a new ssd from the system itself?

Well, you can.
Option 1: cut this SSD in VirtualBox and put it on a virtual machine (only the drivers will need to be rolled from real hardware), this should work;
Option 2: format the SSD to NTFS, extract the contents of the installation .ISO there and boot from this SSD. The installation will start.
In one difficult situation (bit depth change, it seems impossible to install x86 from x64), I installed windows from virtualbox, forwarding the target disk inside the virtual machine (google VBoxManage internalcommands), after the first reboot inside the virtual machine turned it off, physically turned off the machine and pulled out the old disks.
It used to be possible to install even a second system on the same drive this way (playing with the partitions a bit between reboots to hide the first system from the installer and then tweaking the boot menu), but now microsoft blocks direct access to the drive if it is in use.
