And why not try the solution "on the forehead"? If an external drive is visible in the BIOS and can be placed first in the OS boot queue, then simply clone the system partition (or, even better, OS migration) from a stationary disk of the same computer to it. In my opinion it should work. Numerous LiveUSB based on WinPE work from external media.
True, transferring such a disk to another computer can bring unexpected problems due to the incompatibility of the architectures of these computers (say, AMD and Intel). I am hinting that you will have to use the resulting system disk only where it was created.
