How to install OpenGl on a laptop?

Good day.
I ran into an interesting problem. I can't install OpenGl on my laptop. Well, to be more precise, make it work.
The video card in it is ATI mobility radeon HD 4500 series.
I tried the drivers from the ATI website and from the laptop manufacturer's website - all to no avail.
The problem seems silly, but I still can't find a solution.
The system costs Windows 8.1.
I hope for the help of knowledgeable people.

what exactly is not working for you? maybe your opengl version is required higher than supported by the video card (3.3 or 4+)...
