How to improve the performance of the processor on the mat. supermicro board?

Greetings, available:
mat. board: Supermicro X10SRi-F
processor: Intel Xeon E5-1660 v4
To get the most out of the processor: set the BIOS settings according to the manufacturer's instructions .
Also set in the windows 2012 R2 control panel Power -> High performance mode.
But in the task manager, the processor frequency jumps somewhere from 2.6 to 3.2 GHz. Is this normal behavior for such systems? Should we expect an increase in frequency when there is a load on the processor? Is it possible to get the frequency up to a stable 3.8 GHz?

cpu frequency fluctuates

It's ok, it's energy saving. Moreover, the power profile is not everything. You can disable frequency reduction, but it doesn't really make sense. processor specifications at ark.intel.

If this is a server, then you should not overclock. Because for the server, the main characteristic is not performance, but reliability.
