How to improve SEO for the main page of the site?

Good afternoon.
A purely theoretical question, I observe similar situations on the network (I haven’t come across it myself in my work yet, but I want to upgrade in advance in this matter).
How should SEO be designed (in particular, for example, the h1 header and other aspects of promotion), if
1) From the main page of the site (site.ru) there is a redirect to another page (site/read_lenta) with code 301
and another type of site
2) If the main page of the site is actually only 2 links:
2.1) the 1st one leads to the section of the site, say, dedicated to the 1st topic,
2.2) another topic, respectively ,
an example
far-fetched 2.1 Site.ru/php site section - everything is about php
2.2 site.ru/photoshop - here about photoshop, respectively
and on the main page - 2 links: to the section of the site with php and to the section about photoshop
. Do you need a 1st level heading on the main page? Or should they be in these sections? What else can you suggest about SEO?
I will be glad to your advice. I believe that such a site structure is ugly, but we will proceed from what we have))

It is necessary to follow the official recommendations from the search engines, then you will be happy.
In short, make your site user-friendly. If 2 links on the main page are enough for users, then they will use your site. If that's not enough, they'll leave.
And in fact, and in another case, the PS will respond to this.
