This scenario is also implemented without IVR. Offhand like this:
On the user, record and turn on the voice greeting "hello, you called somewhere ...".
Enable voice mail for this user, write down the voice mail greeting "sorry, all employees are busy ...".
If there is no answer, the call will go to the GP, as a rule, no one slanders it)
There are other options, call the TP, ask to start an application for VATS, they will advise.
