How to completely turn off the power supply?

Is it possible somehow to completely disable the power supply on a linux machine programmatically?

If you turn off the toggle switch on the power supply itself (well, or pull it out of the socket), then there will be no power at all.
And so ATX power supplies supply "standby voltage" of 5 and 3.3 Volts.
All kinds of alarm clocks, a network card (wake-on-lan), sometimes even usb work from it, if wake-up on the keyboard or mouse is enabled.

Only if you pull out the wire from the socket with a "mechanical hand" or click the toggle switch on the PSU, where it is. Because "standby power" always goes to the mother (and in servers - to iKVM).
