How to implement multilingualism?

Good afternoon. The task is to make a multilingual site.

Frontend wrote in react. I thought to use wordpress for the backend, but I ran into such a problem that initially there is no multilingualism in it, and plugins do not give data via api. Tell me the solution or maybe advise some cms that will allow you to create a multilingual site, as it is not possible to write your own backend for the project
