What is the problem with introducing ads on the captive portal? If we are talking about transport, then it should be there for identification. Otherwise illegal.
You need a web application, a radius server, and a router that can redirect to the captive portal. I launched such a service from an Internet provider a year ago. We used Mikrotiks, they have such functionality out of the box.
First you need to decide on the budgets, this is probably the main point. The cheaper - the better, it's understandable, but roughly speaking you can buy equipment for example motorola rfs + motorola ap for $10,000. Set it all up and you will have 1-2 engineers who will service the equipment. Or build everything from shit and sticks on home routers on dd-wrt, and then a dozen more engineers who will serve IT. Which of these is more profitable, I hope you understand?

And if you plan to implement a project in the Russian Federation, then according to No. 97-FZ, you must identify your users using a phone number, social network, public services, etc. Therefore, the so-called "Captive Portal" you will have for:
1) User identification. (probably it would also be logical to link at least to the wifi mac address, so that later, when users reconnect or connect at another time, they do not need to confirm their phone number, their VK or go to public services again)
2) Show ads to users. Those. if the user is already identified, we must show him an advertisement so that he can access the Internet. On the Captive portal, we no longer display a form where you need to enter your phone number, but display ad units with a timer.
Actually the next question is content providers (advertising). It’s more difficult here, while you are at the startup level, they will look at you with some skepticism. Unfortunately, I can’t tell you all the points, but if I were you, I would write to the support of content providers so that they can offer you solutions, maybe they just don’t advertise that they are interested in such networks? (Although according to the rules of the same Google, you should not motivate or lead the end user to click or view ads, the user must do this of his own free will and without coercion, but in your case, there is just the same motivation for viewing ads). In general, this point is best discussed directly with content providers. Yandex, Google, SAP and who else is there. As an advertising format, I advise you to look in the direction of commercials (they pay more for them). If the "sharks" of the advertising business turn their backs, do not despair, talk to media agencies in the region of presence (Advertising agency). They may be very interested in you as a playground.
To increase profits, you can show ads not only on the captive portal, but also embed your code on the sites you view. For example, through JS injection.
I don't know if you have foreseen such moments, but they are also important:
- Where will you get the Internet to distribute it to the user? (Regular SIM cards issued to an individual will not work here, or rather, when you are calculated, there will be a high probability of starting a bankruptcy procedure)
- Licenses for a radio channel (if you also provide paid access to the network).
- Licenses for the provision of Internet access services (Unless, of course, you have a special form of agreement with the provider).
- If you also act as a provider, then you will still need to buy equipment for SORS (traffic wiretapping for the FSB).
- Do not forget about the law on the storage of personal data, which states that a database with personal data of citizens of the Russian Federation must be stored on the territory of the Russian Federation (As far as I remember, copies of the database can be located in any other country, but the main database (where this information is initially stored ) must be in Russia).
