Choosing a powerful router + NAS?

I want a good router.
Required functions:
1. 4G modem or its support via USB (preferably the second, there is an external modem)
2. A lot of RAM, a good processor, and so that the connection does not drop with 10 users when one of them starts using torrents.
3. Convenient admin panel. I want to be able to put restrictions on some users.
4. Support USB 3 and hard drives.
5. Normal communication range, and so that everyone does not break communication when one person goes to the reach limit.
6. It is desirable to be able to install your own software.
7. The price is within reason. I don't want to spend more than $15.
8. Other fashion features.
If there are too many functions for one device, then advise the NAS and router separately.

Zyxel Giga III, $110.
It suits absolutely all requirements, there is even a package manager.
Came out a month after my question.
The software is raw, as always with Zyxel, but everything seems to work.

Most likely it will be a separate powerful router + good NAS. I would also add a video surveillance system to the NAS requirements (a very popular feature), D-Link is well implemented ....

Look towards Mikrotik. Except for usb3, then everything else fits the description (I can’t tell you the price, because I’m in a different currency zone). Own OS is very functional. If there is a need to install your own software, then you can put OpenWRT and fire on Mikrotik.

пару лет уже стоит связка Synology DS213 + Zyxel Keenetic GIGA II
нагрузка средняя (файлопомойка, торренты)
Претензий к работе нет.
В 15к можем не уложиться.

Роутер это то то же компьютер в нем есть процессор ,оперативная память и флешь память чем мощнее процессор и больше ОЗУ тем лучше тем быстрее пакеты будут обрабатыватся чем больше ОЗУ и мощнее процессор тем больше пакетов роутер может обработать
в любом роутере есть NAT его задача преобразовывать ip адреса например 192.168.1.101 to 65.96.14.77 это задача ресурсоемкая если у роутера слабый процессор и мало ОЗУ то роутер не может обрабатывать много пакетов как следствие падает скорость или же Роутер подвисает
На данный момент времени НЕ все роутеры умеют корректно работать с ipv6
перечислю те что умеют Mikrotik , d'link умеют ( рекомендую к покупке )
а вот в роутерах TP-Link поддержка ipv6 заявлена но она не работает по нормальному
