Let's start with the task statement :) That is, as always, with the model of the intruder :) That is, with the question - why did you need a VPS? What goals were pursued? And depending on this, this or that is done. For example, if the VPS was taken to bypass the ILV, then by taking the second VPS in Russia you will not achieve the goal of anything :)
If the VPS is full-fledged, you can set the DNS to whatever you want, I set Google's 8.8.8.8.
