How to get to "Similar" applications on the Google Play Market?

What is this category based on? I compared several applications, the descriptions are completely different, there are suspicions only on the type of application.
Maybe someone will tell?

it's really easy to get in to be honest

In my experience
- category: we moved the application from category to category (2 flavors differing in name and background on the main one), they appeared in "similar" only if they were in the same category
- keywords

Similar: category and "nearest transitions" / "at the same time watching" (the minimum number of transition graph nodes - Google statistics).
The app rating doesn't seem to matter.
