One static address is registered in /etc/network/interface
, but the system tries to get the second one via dhcp, as a result, on the command - "ip a" we see 2 addresses, static and 169.254 ..... ifconfig does not see the second address ...
How make sure that the system does not try to get a second ip, but works with a static one.

add AVAHI_DAEMON_DETECT_LOCAL=0
to /etc/default/avahi-daemon , restart avahi-daemon .
169.254this is the subnet from zeroconf, krch network autoconfiguration. Apple came up with this and it seems that Windows also supports it now ... In general, it is usually not needed. Delete avahi and that's it (especially if there is no printer, because avahi is often a dependency for CUPS - the printing subsystem, if there is no printer - take down cups and avahi and don't worry at all). If, due to some dependencies, avahi is not removed, just do not run it.
