How to get full access to WindowsApps folder?

How can I get full access to the WindowsApps folder, that is, so that I can delete and edit all the files in it. I need to edit the file - AppxManifest for the telegram app to change the background color in the start screen.
Here's how it looks -
And I want the telegram to be the same color as the rest, and for this I need to edit this file, but I just can't do it.
I already tried to make myself the owner of this file and folder, but it still doesn't work.
Help plz.
