How to get a refund from a Google Play developer account?

I'm 17 years old. I decided to go as a developer in Google Play. I read questions about this - it seems that people managed to be a developer in Google Play as a minor.
My registration steps:
1. Created a new gmail
2. Entered my real first and last name, only set myself the age of 18 years.
3. Paid with a $25 card
4. Sent a photo of a student as proof of identity - Google replied that this document is not suitable
5. Sent a photo of a passport - Google quote

The Google Play Team". It seems that I have exhausted the limit of sending passport photos (although I sent it only twice) and now they ask me to write to English technical support (there was no Russian one)

Three days later I write and change my age to 17 years and write to technical support that I made a big mistake, that I screwed up with age, and that if possible, let Google return my money
. After 4 days I write again, saying that you yourself write that you will answer in two days (Google automatically sends service letters), but you yourself have not written for a week, so I demand a refund.

There are no messages in spam. I'm really mad at google because it doesn't respond at all. While huawei accepted me, answered one question regarding my name in transliteration and gave me access to publish applications. And Google wrote in its console that the schedule of their employees was shifted because of the coronavirus, and therefore wait for us, such monopolists.

And as a separate item - never mess with Google. And if you already contacted - see above. Google doesn’t care about you and your problems, in principle, physicists cannot reach the support there.
