How to cancel local language binding from PlayMarket?

It is necessary to use English in the local system settings of the phone, but the problem arose that PlayMarket decided why not use them too, and it itself safely became English as a result of which it began to load applications with the default language.
Is it possible to set PlayMarket to Russian by default, regardless of the local settings of the phone?

Eh.. what? The application is always the same, if the developer has provided localization, then it can "pick up" the language from the system settings. That's all.

I changed the language in the system to eng, PlayMarket itself also became eng, it also downloads programs with the eng language.
And I need the system to be eng and the applications to work with the RU language.

Neither the Play Market nor any other application can be forced to use a language other than the system language. If the application developer has provided localization for the current system language, the application will automatically use this language.
An exception is if the application developer has implemented the ability to manually select the locale. But so few people do, because the benefits of this are very doubtful.
