How can I get a new IP so that I can constantly use it and change it to my real one. I changed it more than once, and then I got a new one again, but I could always use one specific IP.

As far as I know, providing a permanent (or rather static) IP address is a standard paid service of any self-respecting Internet provider.
For example, in the hospital where I work, for the purposes of telemedicine protocol communication, it is necessary to have a static IP, and the provider provided it to us. Our MRI and CT scanners also have static IPs, and according to rumors, these IPs are assigned to them at the factory (through which the manufacturer carries out its monitoring).
