How to generate a video from a template?

We have: template video (mp4, sources in after effect)
What you need: dynamically substitute text and pictures in certain places of this video.
Ideally, there should be a script that takes a certain array of pictures / texts as input, and gives the finished video as output.
I would like to understand in which direction to dig in general, what technologies should be used for this.

You need to either use a template project and automate adding data to it, or generate an XML project with the necessary assets.
