It will not work without a computer, the camera does not have network inputs. One way or another, you will need to connect it to the network.

Conceptually, the transfer of a video stream to the Internet looks like this:
video out interface -> IP encoder -> IP decoder -> video in interface content distribution (e.g. UStream, LiveStream, Facecast). In this case, you need to send a video signal to the encoder and specify the server address to send the data stream. An encoder can be either software (eg Adobe Flash Media Live Encoder, Wirecast, XSplit) or hardware (eg Cerevo Liveshell 2, Avermedia Live Gamer Extreme). In the case of software, you will need at least 1 video input on your computer, which is rare, or a video capture card (for example, BlackMagic Intensity).
When using cloud services, you usually pay for each broadcast, and the price is directly related to the maximum number of viewers.
Another option is your own server. It can be raised on the basis of a regular PC, or you can buy a separate hardware solution (for example, DataVideo NVS-25). Specialized 24/7 cloud servers for video surveillance are also available (for example, Camcloud).

It's unlikely to be broadcast. This requires at least a processor. Connect the camera, I see an hdmi output to a computer or laptop there, and broadcast the video to services that are convenient for you, be it twitch or youtube. The OBS program is suitable for this, it can broadcast video from other sources.
