How to format a hard drive removed from a laptop?

When reinstalling windows on a laptop, I ran into a problem when the system hangs at the initial stage of its loading - only the intel logo is visible, it is impossible to enter the BIOS, waiting does not work.
Most likely, the problem is in the hard drive - I decided to completely format it, because I can’t do it on this computer, the question is how to connect it to a second laptop or format it in some other way?

BIOS in any case should open, if not, then the question is in the system and changing the hard will not work. What BIOS is worth?
For the format, you can remove the screw and connect it via a SATA cable or through a box. A simple box costs around $10.
