How to merge an empty logical partition of a hard drive with a system partition?

In general, there is a formatted slave partition on the hard drive, I want to combine it with the system one without formatting the entire disk and without subsequent marking it. The result should be one partition on one disk.

file system - ext4
What software to install, what commands to use?

If the second section is empty, then it is much easier to just delete it, and expand the first section to the entire area.
